How do I clear my cache and cookies?

The latest instructions from Google can always be found here.
On your browser toolbar, click the 3 dots, all the way to the left of your search bar
Go to More tools, and then click Clear browsing data
Check the boxes for Cookies and other site and plug-in data and Cached images and files.
Choose beginning of time to delete all history in the dropdown
Click Clear browsing data
Once you have refreshed your browser; your cache and cookies are cleared.
